Knowledge Partner
BIPARD is an apex Institute of Training and Research in the field of Public Administration, Rural Development, Disaster Management, Panchayati Raj, Non-Governmental Organisations, Urban Development, Land and Water Management, etc. BIPARD was created by merging Administrative Training Institute (ATI) and State Institute of Rural Development (SIRD). BIPARD is in existence since 2005 and the grand opening of BIPARD Gaya Main Campus was held on 02" of October 2022.
BIPARD has been notified as the nodal training Institute of the state to impart trainings based on Training Needs Analysis (TNA). BIPARD is mandated to conduct trainings of the officers and other employees of the various state government departments as determined under Training Needs Analysis (TNA). BIPARD imparts training to IAS officers of the State Cadre and officers selected through BPSC. It also imparts training to employees of state government including Group C and Group D on specific demand by the concerned departments.
Vision
To establish BIPARD as a premier Centre of Excellence committed to empowering governance through strategic support to national and state governments, particularly the Government of Bihar as well as allied agencies. The Institute envisions playing a catalytic role in advancing policy formulation, programme design, implementation strategies, and capacity building. This is achieved through a robust ecosystem of training, applied research, evaluation, knowledge documentation, and information dissemination, contributing meaningfully to India's development and administrative transformation.
Mission
- To offer comprehensive training programs that equip Bihar's public servants with the skills and knowledge to effectively serve the people and contribute to the state's development.
- To foster a culture of excellence, accountability, and transparency among public servants, enhancing good governance and public service delivery in Bihar.
- To tackle Bihar's key development challenges, including poverty, inequality, and infrastructure, through targeted training programs and capacity-building initiatives.
- To promote innovation and adaptability among public servants to meet Bihar's evolving needs and stay current with emerging trends in public administration.
- To foster collaboration with government agencies, academic institutions, and civil society organisations to enhance the effectiveness of BIPARD's programs and initiatives.
Objective
- To organise and facilitate training programmes, study courses, seminars, conferences, and lectures using modern and innovative instructional methodologies, including distance learning tools.
- To undertake, aid, and coordinate training, research, and action research either directly or in collaboration with other organisations—governmental, non-governmental, universities, academic institutions, and training centres, including those supported by the Government of India or State Governments.
- To establish specialised centres or schools dedicated to orientation, training, research, and evaluation, as well as other functions essential to achieving the institutional mandate.
- To analyse operational challenges in the planning and implementation of key development initiatives such as community development, Panchayati Raj, disaster management, urban planning, land and water management, with a focus on the interests of vulnerable sections, particularly women—and recommend actionable solutions.
- To follow up and assess the impact of training programmes organised by BIPARD and partner institutions, and provide advisory support to the Central Government, Government of Bihar, and other relevant authorities on their training strategies
